The applicant has submitted a Major Amendment to a Planned Development Overlay to allow a building expansion and modifications to the parking lot on the property addressed as 100 Stumer Road. The property is comprised of 19 acres of land zoned General Commercial District and is the location of Walmart Supercenter. The applicant is proposing a 1,530-square-foot expansion to the south side of the store to accommodate their online business operations. The building expansion will be 16 foot 8 inches in height and will consist of a cooler, freezer, and space for dollies. The expansion is intended for store associates and will not be part of the sales floor. The applicant is proposing a number of site improvements, including but not limited to: increasing the number of online order pickup parking spaces from 10 spaces to 39 spaces, widening the existing pickup spaces from 9.5 feet to 12 feet, expanding the pickup area to the front of the Lawn & Garden Center, replacing the existing pickup signs and adding new wayfinding signs, decreasing the number of total parking spaces from 738 spaces to 727 spaces, adding new crosswalks at the southeast end of the store, adding new fire lane striping and new “no parking” fire lane signs, and refreshing a variety of pavement markings. In 2010, City Council approved a Final Planned Development Overlay (File #10PD071) which allowed for the construction of the Walmart Supercenter. This approval stipulated that a minimum of 730 parking spaces be provided. The expansion requires eight additional parking spaces; therefore 738 total parking spaces are required with this project. The applicant has requested an Exception to reduce the parking required from 738 spaces to 727 spaces. The request is a 2% deviation from the requirement. The 2010 approval also stipulated that the structure conform architecturally to the elevations, design plans and color palette submitted as part of that Planned Development Overlay. The color palette of the addition will have shades of brown and tan which conforms with the design approved for this building.
