Agenda Item Summary:
The applicant has submitted a Variance request to allow alternate fencing in lieu of opaque fencing for a mini-warehouse storage facility. The applicant is proposing to install a decorative iron fence along the street frontage and a standard chain-link fence along the north, east, and south property lines, both of which will be six feet tall. The subject property is approximately 4.23 acres in size and is zoned Light Industrial District. In November 2023, the applicant obtained a Building Permit (CIBP23-2257) to change the use of the 40,000-square-foot office building on this property to climate-controlled storage. This project has been completed and a Certificate of Occupancy was issued in March of 2024. In August 2024, the applicant obtained a Building Permit (CIBP24-1530) to construct six mini-warehouse buildings in addition to the climate-controlled storage. These mini-warehouse buildings will range from 2,800 square feet to 8,000 square feet in size and will be one-story and 11 feet in mean height. The civil plans approved as part of this permit showed that the perimeter of the property would be screened by a six-foot-tall chain-link fence with slats. The applicant has submitted a Variance to revise these plans and allow alternate fencing. ยง17.22.020.C.13 of the Rapid City Municipal Code notes that outdoor storage yards shall be screened from view from surrounding properties and the security and screen fencing shall be constructed of wood, decorative block, or chain link fence with slats. The applicant is proposing an iron fence and a chain link fence without slats, both of which do not provide the necessary screening required.
