The applicant has submitted a Variance request to allow existing gravel surfacing of a parking area in lieu of pavement on the property located at 1802 Elm Avenue. The subject property is comprised of 0.48 acres and is zoned Neighborhood Commercial (NC) District. The property is currently developed with a commercial building. The applicant intends to operate a recreational vehicle (RV) rental company, Fireside RV Rental, on the subject property to provide rental management services for a maximum of 20 RV and camper units. Most of the rental units will be kept within an existing fenced parking area, which measures approximately 8,000 square feet in size and is currently surfaced with gravel. On August 8, 2024, the Planning Commission approved Conditional Use Permit (#24UR013) to allow the RV rental company on the subject property. Stipulation #5 of 24UR013 states, in part, that the gravel parking area must be paved or a Variance must be obtained to allow the gravel surface in lieu of pavement. Rapid City Municipal Code (RCMC) §17.50.270.G.3 states that all off-street parking areas must be paved. In addition, the intended use of the property falls under new, used, and rental car sales in the NC District and RCMC §17.20.030.A.1 requires that all such facilities must be paved. If the Variance request is approved, the applicant has indicated that a dust palliative will be applied annually to the gravel parking area.
