Agenda Item Summary:
The applicant has submitted a Variance request to allow asphalt millings drive aisles and vehicle display areas in lieu of asphalt or concrete. The subject property is located north of E. Mall Drive and west of Dakota Craft Drive and consists of 5.18 acres of undeveloped land zoned Light Industrial District. The property is owned by General Equipment and Supplies. This company supplies heavy construction and aggregate equipment to the construction, mining, and oil exploration industries. The site plan submitted identifies that the property will be developed with an approximately 10,075-square-foot shop and office building with display areas for heavy construction equipment in the front and rear of the property. The front and rear display areas will be approximately 21,000 square feet and 84,000 square feet in size, respectively, and will be surfaced with asphalt millings. Two new approaches are being proposed off of Dakota Craft Drive to access the property. The applicant has submitted a Phasing Plan which identifies that the approaches and the front display area will be constructed as a part of Phase 1. The applicant should be apprised that prior to the completion of Phase 1, an Approach Permit must be obtained for the proposed approaches off of Dakota Craft Drive. Phase 2 will involve the construction of the building, the parking lot, and the rear display area. The applicant should be apprised that as a part of Phase 2, the parking must be constructed as per §17.50.270 of the Rapid City Municipal Code and landscaping must be provided as per §17.50.300 of the Code. This property would qualify for either an irrigated or non-irrigated landscaping design as outlined in §17.50.300.E of the Code. As per §17.50.270.G.4 of the Code, vehicle or equipment maneuvering areas must be paved as set forth in the Minimum Standards for Construction of Parking Lots, June 16, 1980. The Minimum Standards for Construction of Parking Lots require either four inches of concrete, four inches of asphalt, or two inches of asphalt plus four inches of base course. Asphalt millings is not permitted as a hard surfacing material for parking or circulation.
