Agenda Item Summary:
The applicant has submitted a Conditional Use Permit to allow an indoor shooting range on the property located at 413 N. Cambell Street in the General Commercial District (GC). The property is comprised of 2.85 acres and currently contains a multi-tenant commercial building. The applicant is proposing to construct an indoor shooting range, Midwest Shooting Center, which will occupy approximately 19,600 square feet in the southeast quadrant of the existing building. The business will operate under a franchise with local franchise owners serving as management. The proposed operation will be a full-service range and retail business offering a variety of services, including shooting ranges, retail sales of firearms and ammunition, membership, training, gunsmithing, and events. The range will be open to the public and admit patrons of any skill or experience level, from beginner to advanced. Hours of operation will be Tuesday thru Thursday from 10 AM to 8 PM, Friday thru Saturday from 10 AM to 9 PM, Sunday from 11 AM to 6 PM, and closed on Monday. The proposed indoor shooting range will feature 2 shooting ranges, each with 7 separate shooting stalls for a maximum capacity of 14 shooters. Other features include separated viewing areas where patrons can observe the shooting ranges, a retail sales area, an event room, a classroom for trainings, and a member’s area. The applicant has submitted safety plans that address hazard assessment and communication, accidents, range maintenance, firearms handling, hearing conservation, lead compliance, new shooter and rental procedures, air sampling, respiratory protection, and general health and safety. A security system will be installed to include an alarm system, an access control system, and a CCTV system for 24/7 video monitoring. The applicant has provided an ammunition storage plan indicating that backstock ammunition will be stored within a designated stock room that will require key card access and be under constant video monitoring. The ammunition to be sold in the retail area will be kept under continuous video monitoring with staff members present at all times during operating hours. In addition, the HVAC system will be installed with temperature-control that is monitored and regulated 24/7 to ensure that the climate remains suitable for safe ammunition storage. The range will be equipped with soundproofing mechanisms, ballistic protective measures, and a ventilation system that will prevent the build-up of noxious gases and filter lead particulate from the air before releasing into the open environment. The proposed range will operate as the first indoor shooting range that has located in Rapid City since Ordinance 6586 was adopted in September 2023, which added indoor shooting ranges as a permitted or conditional use in the General Commercial District, Light Industrial District, Heavy Industrial District, and Public District. The range will provide a unique amenity within the community and operate in an established commercial corridor within a revitalized Community Activity Center, as identified by Plan Rapid City.
