Agenda Item Summary:
The applicant has submitted a Conditional Use Permit application to allow a bridge replacement on a platted Private Access and Utility Easement in the Flood Hazard District. Per Rapid City Municipal Code ยง17.28.030, structures are a Conditional Use in the Flood Hazard District and a bridge qualifies as a structure. The area of work necessary for the bridge replacement affects five properties that are currently undeveloped and the bridge provides access to several undeveloped properties and one lot that is currently developed with a single-family dwelling. The proposed area of work will be limited to the bridge area. The existing bridge is constructed of timber on concrete piers. The replacement bridge will be 65 feet long with a 12-foot-wide driving surface and constructed of steel, which will improve bridge safety, meet the legal highway load limits, and provide improved access for emergency vehicles.
