The applicant has submitted a Major Amendment to a Final Planned Development Overlay to expand an adult day care center on the property located at 4110 Winfield Street in the Medium Density Residential District (MDR). The property is comprised of 0.67 acres, or 29,185 square feet, and is developed with a 6,979-square-foot building used as an adult day care center and 151-square-foot accessory shed. Adult day care centers are a conditional use in the Medium Density Residential District. The facility operates from 7:30 a.m. to 5:30 p.m. Monday through Friday and provide daytime services, education, therapy, and resources to an aging community. Services include hygiene and personal care support, socialization, games, crafts, guided conversation, community outings, volunteer opportunities, physical health assessments, regular exercise, medication administration, and meal provision. The applicant is proposing to expand the existing adult day care center by 833 square feet, increase the number of staff members from 9 to 11, and increase the number of guests from 35 to 50. The proposed expansion results in a total of 7,812 square feet building area, which is less than the maximum coverage requirement. Proposed landscaping results in 22,576 landscaping points which exceeds the 21,373 minimum points required. The existing building is within the 35-foot required setback on the north and east sides of the property, and the proposed expansion is within the 35-foot required rear setback on the east side of the property. The Final Planned Development Overlay applied the dwelling setbacks rather than the setbacks for primary uses other than a dwelling, so Exceptions to the north and south side setbacks were not previously requested. The applicant has requested Exceptions to the existing non-conforming setbacks to reduce the north side setback abutting a street from 35 feet to 26.5 feet and to reduce the south side setback from 35 feet to 29.9 feet for the existing building. The applicant has also requested an Exception to reduce the east rear setback from 35 feet to 33.8 feet for the proposed expansion of the existing building. The proposed increase in the number of staff and guests results in a minimum of 16 required parking spaces, 1 of which must be ADA van-accessible. The existing parking lot includes 12 parking spaces, and the Final Planned Development granted an Exception to reduce the required number of parking spaces from 15 to 12. The applicant has requested an Exception to reduce the required number of parking spaces from 16 to 12 and maintain the existing parking. The existing parking meets the minimum parking stall, ADA, drive aisle, and driveway dimension standards. Guests are shuttled to and from the facility and the maximum number of staff on-site will be 11.
