Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment complex on the property generally located south of the western terminus of Jaffa Garden Way and west of Jim Street in the Medium Density Residential District (MDR) with a Planned Development Overlay. The applicant is proposing to construct Phases 3 and 4 of Creekside Heights Apartments. The subject property is comprised of a total of 14.78 acres and is currently developed in the southeast corner with 1 multi-family apartment building and a leasing office/clubhouse that were constructed under Phases 1 and 2 of the project. The area of Phases 3 and 4 is 11.11 acres in size. The applicant is proposing to construct 7 multi-family apartment buildings in Phases 3 and 4. In total, the 7 apartment buildings will provide 300 dwelling units that are intended to provide market rate housing to the general public. The dwelling units will be a mix of studio, 1-bedroom, and 2-bedroom units. Of the 7 apartment buildings proposed, 3 will be 59-unit buildings, 3 will be 32-unit buildings, and 1 will be a 27-unit building. The footprints of the apartment buildings will range in size from 10,724 square feet to 21,754 square feet for a total of 115,127 square feet. All 7 apartment buildings will be 3 stories or 39 feet 9 inches in height. With this Final Planned Development Overlay, the applicant is requesting an Exception to reduce the minimum required setback on the west property line abutting Elk Vale Road from 25 feet to 23 feet 6 inches for Building #11 only. On March 26, 2020, the Planning Commission approved Initial Planned Development Overlay (#20PD008) to allow the 4-phase apartment complex development with 14 apartment buildings, totaling 659 dwelling units, and a leasing office/clubhouse. The Planning Commission subsequently approved Final Planned Development Overlays (#21PD017 and #22PD042) for Phase 1 and Phase 2 on May 27, 2021, and September 8, 2022, respectively.
