Agenda Item Summary:
The applicant has submitted an Initial Planned Development Overlay to allow a group home on the property located at 3056, 3064, and 3072 Tower Road on Lots 1 through 3 of Skyline Pines East Subdivision in the Office Commercial District (OC). Lot 1 is 1.5 acres, Lot 2 is 1.9 acres and Lot 3 is 2 acres in size, totaling 5.4 acres. All lots are currently void of structural development. Lot 3 is proposed to remain undeveloped and a subsequent Major Amendment to the Planned Development Overlay will be required in the future to develop Lot 3.The applicant is proposing to develop the property as a group home for a residential addiction treatment facility with inpatient and outpatient services. The residential facility will be located on Lot 1 and will be 14,170 square feet in size with 32 residential rooms, a fitness room, and 3 living areas. The programming and outpatient building will be located on Lot 2 and will be 10,219 square feet in size with 3 group rooms, a dining room, and variety of offices for counselors. Both buildings will be 1 story in height with an average height of 14 feet. Based on the operational plan, 77 parking spaces are required, 4 of which must be ADA-accessible, and 1 of the ADA spaces must be van-accessible. The applicant has proposed 80 parking spaces, 6 of the spaces are ADA accessible, and 2 of the ADA spaces are van-accessible. The landscaping plan shows at least 133,490 landscaping points with a number of trees, shrubs, and grassed areas, which exceeds the 123,715 points required.The facility will be owned and operated by Monument Health. The residential addiction care center will operate 24-hours a day, year-round, and the outpatient services will operate Monday through Friday from 8 a.m. to 8 p.m. Patients will be at least 18 years old and suffering from alcohol, opioid, and/or poly substance use disorders. All patients will enter the program voluntarily, want to get help for their addiction, and they are motivated to do so. The center would not accept court-ordered treatment or individuals seeking to avoid incarceration by seeking treatment. Patients will stay at the facility for an average of 25 days and a maximum of 45 days and during that time will participate in therapeutic groups and activities to treat addiction, which will take up the majority of their day. Visitors will be allowed on select evenings a few days a week and once a month the center will offer a family program day so families can participate in education sessions and family counseling.Externally, the facility will blend in with the residential neighborhood and not look like a hospital facility. Internally, the facility will have similar features to a hospital for operations and security. Security will be on-site making hourly rounds and available via cell phone and security cameras will be utilized in and around the campus. The buildings will have locked entrances accessible to staff and patients with key cards with specified access levels. Men and women would be housed in separate wings and will only have access to the wing that they are assigned. Curtain alarms and invisible walls with alert systems will notify nursing staff if someone exits their room and enters common spaces. The center will employ approximately 45 staff members comprised of nurses, a nurse manager, counselors, a counselor manager, counselor trainees, chefs, security, and reception staff. A maximum of 25 employees will be on-site when both the residential and outpatient facilities are open, with less employees on-site when the outpatient facility is closed.
