Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment complex on property generally located northeast of the intersection of East Anamosa Street and Camden Drive in the Office Commercial District (OC) and General Commercial District (GC). The overall project site is currently comprised of 5 separate parcels that total approximately 29.5 acres in size and are currently void of structural development. Prior to submittal of a Building Permit to develop the property, the applicant intends to consolidate the 5 lots into 1 lot and retain the dual zoning. The applicant is proposing to construct 6 multi-family apartment buildings on the OC District portion and a solar panel field on the GC District portion to provide energy to the apartment complex. Multi-family dwellings are a permitted use in the OC District and utility substations, including solar panels, are a permitted use in the GC District. In total, the 6 apartment buildings will provide 252 units that are intended to offer affordable housing restricted to 60% area median income (AMI) or below. The units will be a mix of 1, 2, 3, and 4-bedroom units. One of the buildings, with 51 units, will be reserved for residents that are 62 years of age or older and provide additional accessibility improvements. The apartment complex will provide outdoor community patios and a playground area. The footprints of the 6 apartment buildings will range in size from 15,820 square feet to 20,770 square feet and vary in number of dwelling units from 35 units to 51 units. All 6 apartment buildings will be 3 stories in height. The applicant is proposing to provide 429 parking spaces on the site, including 15 ADA accessible stalls, which exceeds the minimum number of parking spaces required per Rapid City Municipal Code (RCMC) §17.50.270. The site will be landscaped to meet the requirements of RCMC §17.50.300 with one requested Exception to waive the requirement that a minimum of 50% of the required landscaping points be located in the parking lot or within 20 feet of the parking lot per RCMC §17.50.300.E.1. On August 24, 2023, the Planning Commission approved an Initial Planned Development Overlay (#23PD023) to allow the preliminary development plan of the apartment complex. Approval of the Final Planned Development Overlay is required prior to any development on the subject property.
