Agenda Item Summary:
The applicant has submitted an Initial Planned Development Overlay to allow a Campus Master Plan for Western Dakota Technical College (WDTC) on the property located north of SD Highway 44 between Michelson Drive and Valley Drive in the Public District (P). The property is comprised of 62.69 acres and is developed with the WDTC campus. The applicant is proposing a Campus Master Plan for the WDTC campus with multiple phases of residential development for student housing and future phases for additional campus buildings and parking areas. A portion of the property has an approved Preliminary Subdivision Plan (#23PL118) that subdivides Tract A of Marshall Subdivision into Lots A, B, C, and D of Western Dakota Subdivision. There is a Rezoning request (#24RZ007) for future Lots A, B, and C to rezone from Public District (P) to Medium Density Residential District (MDR) to allow for student housing on the new lots. Planning Commission recommended approval of the Rezoning request on April 25, 2024. First reading at City Council is scheduled for May 6, 2024 and second reading is scheduled for May 20, 2024. There will be three phases of residential development on proposed Lots A, B, and C. The first phase is expected to occur within the next few years and result in one of the lots developing with student housing. The other two lots are expected to develop with additional student housing in the next decade as demand warrants. The applicant is considering either dormitory-style buildings or multi-family apartment-style buildings. In either case, the housing will only be open to students, with a broad definition of “student” that is not limited to those attending WDTC or traditional college programs and includes those attending part-time, continuing education, work force development, and other industry training programs.
