Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow a townhome apartment complex on the property currently addressed as 865 N. Valley Drive. The subject property is comprised of 11.72 acres of vacant land zoned Medium Density Residential District with an Initial Planned Development Overlay. The complex will include 11 four-plexes, three six-plexes, and two duplexes. In total, 66 dwelling units and 16 buildings are being proposed as part of this application. The proposed development will be accessed by a private drive extending south into the property from N. Valley Drive. Each townhome apartment will have a front attached garage and a driveway. Multi-family dwellings are permitted in the Medium Density Residential District and no Exceptions are being requested as part of this application. On May 27, 2021, the Planning Commission approved an Initial Planned Development Overlay (File #21PD021) to allow a townhome apartment complex on the property. On January 2, 2024, City Council approved an Ordinance Amendment (File #23OA003) to remove the planned development requirements for more than one building in an apartment complex. Prior to the approval of a Building Permit application, properties within an Initial Planned Development Overlay must either revoke the Initial Planned Development Overlay or obtain a Final Planned Development Overlay regardless of whether the use is permitted in the zoning district.
