Agenda Item Summary:
The applicant is requesting two Variances for a property located at 2233 North Elk Vale Road. Variance 1 is to allow gravel drive aisles in lieu of asphalt or concrete pavement for an 82,000 square-foot fenced in outdoor storage and parking lot area. Variance 2 is to allow a 26,000 square-foot gravel sales display area in lieu of a hard surface. The area will be used to display for tracked-vehicles that can weigh up to 100 tons. The subject property is a total of 9.01 acres, which is comprised of two lots in the I-90 Heartland Business Park Subdivision. Lot 2R is 5.83 acres and Lot 1R is 3.13 acres, and both lots are zoned General Commercial District. The applicant intends to develop both lots to operate a heavy equipment repair business and a heavy equipment sales lot called TranSource Truck and Equipment, Inc. Lot 2R has an existing 26,378 square-foot building that will be repurposed into a repair shop. Per the site plan, the 82,000 square-foot gravel area will be fenced with 8-foot fencing and screened along the street frontages with trees and landscaping. The 26,000 square-foot gravel vehicle sales display area will front North Elk Vale Road, and is being requested to facilitate the maneuvering of 100-ton tracked-vehicles without tearing up any pavement. An approved dust palliative shall be applied annually or as directed by the Engineering Division. An Air Quality Permit shall be obtained for unpaved parking and/or outdoor storage areas that are 1 acre or more in size.
