Update 5/18/23) This item was continued at the May 4, 2023 Zoning Board of Adjustment meeting with the applicant’s concurrence. The applicant has submitted a Variance request to allow an unpaved driving circulation aisle at 1004 North Valley Drive. The property is comprised of 1.75 acres of land zoned Light Industrial District and contains a newly constructed pole building that is 7,200 square feet in size. The property will be occupied by an HVAC business which will use 5,820 square feet of the building as warehouse space and 1,380 square feet as office space. The building has an overhead door on the east and south walls. As per §17.50.270.4 of the Rapid City Municipal Code, all commercial, light industrial, and heavy industrial uses which involve outdoor storage shall apply a dust palliative approved by the City Engineer to all unpaved areas utilized for storage. An approved dust palliative shall be applied annually or as directed by the Engineering Division. Vehicle or equipment maneuvering areas and approaches to permanent loading docks shall be paved as set forth in the Minimum Standards for Construction of Parking Lots, June 16, 1980. The site plan submitted identifies that approximately 22,000 square feet of gravel surface is being proposed in the rear yard of the property. This area will be used as a private storage yard for the operation of the business. Vehicle or equipment maneuvering areas within this yard are required to be hard surfaced. There are no minimum drive aisle widths for circulation within a storage yard and it has been previously determined that the drive aisle(s) are to be sized sufficiently to accommodate the expected vehicles and equipment widths.
