The applicant has submitted a Conditional Use Permit to allow an oversized garage at 2602 Mountain Meadows Road. The property consists of 0.9 of an acre of land zoned Low Density Residential District with a single family residence on site. The existing single family residence footprint is 1,786 sq. ft. with an attached garage of 576 square feet in size. The applicant is proposing to construct a 960 square-foot detached garage. Chapter 17.04.315 of the Rapid City Municipal Code states that the maximum cumulative allowable size of all private garages shall be 1,500 square feet or 30% of the size of the gross floor area of the dwelling unit, whichever is greater. For this property, 1,500 square feet exceeds 30% of the gross floor area of the dwelling unit, therefore, all buildings dedicated to parking or storage which exceed a cumulative size of 1,500 square feet may only be allowed as a Conditional Use Permit. The 1,536 square-foot garage is 36 square feet over the maximum allowable size. Chapter 17.10.050 of the Rapid City Municipal Code allows a maximum height of 15 feet for an accessory building. The proposed garage is 18 feet in height. Staff has approved an Exception on site to allow an 18-foot high garage in lieu of 15-foot maximum for accessory buildings.
