The applicant has submitted a Conditional Use Permit to allow an oversized garage at 1064 West Minnesota Street. The property consists of 1.36 acres of land zoned Low Density Residential District and is currently void of structural development. The applicant is proposing to construct a 4,104 square-foot single-family residence. The dwelling unit plus the attached garage will have a gross floor area of 5,904 square feet. The home will have an attached garage that will be 1,800 square feet in size with five overhead doors on the south wall. The garage will be one story or 22 feet and six inches in height. The garage will not be used for commercial purposes or as a second residence. Chapter 17.04.315 of the Rapid City Municipal Code states that the maximum cumulative allowable size of all private garages shall be 1,500 square feet or 30% of the size of the gross floor area of the dwelling unit, whichever is greater. For this property, 1,500 square feet exceeds 30% of the gross floor area of the dwelling unit, therefore, all buildings dedicated to parking or storage which exceed a cumulative size of 1,500 square feet may only be allowed as a Conditional Use Permit. The 1,800 square-foot garage is 300 square feet over the maximum allowable size.
