Agenda Item Summary:
The applicant is requesting to Rezone a 0.61-acre lot from Low Density Residential District 1 to Mobile Home Residential District. The property is undeveloped and is known as Lot 2B in the Garden Lane Subdivision. Lot 2B was created when the City Council approved a Preliminary Subdivision Plan (#22PL028) to subdivide two lots into three lots. The property is served by Rapid Valley Sanitary District and currently serves the residence located on Lot 1. The Rapid Valley Sanitary District has indicated that Lot 2B may require a private lift pump if the grade is not adequate. As a part of the Final Plat (File #22PL058), the applicant entered into a Covenant Agreement to ensure that fire suppression systems are installed in any new residential structure or expansions to the existing residence that results in the expansion of the fire flow calculation. Since that time, a fire hydrant was installed nearby, and on-site fire suppression is no longer required. However, a fire apparatus turnaround must be provided because the driveway is shared among multiple property owners and its length is in excess of 150 feet. The applicant should be aware that prior to moving a home to the property, a building permit must be obtained. As part of the building permit application, the applicant must submit a design of a fire apparatus turnaround at the end of the driveway. The City’s Future Land Use Plan identifies the appropriate use of the property as Urban Neighborhood which supports mobile home residential development. As such, the proposed Rezoning request is in compliance with the City’s Comprehensive Plan. The subject property does not hinder orderly growth, create health or safety issues, or an inequitable tax base.
