Agenda Item Summary:
The applicant has submitted an Initial Planned Development Overlay to allow an apartment complex on the property currently addressed as 418 Degeest Drive. The subject property is comprised of 11.03 acres of vacant land zoned Medium Density Residential District. On October 10, 2002, the Planning Commission approved a Planned Development Designation on the property (File 02PD053) in conjunction with a rezone from No Use District to Medium Density Residential District (File 02RZ055). This approval stipulated that no Building Permits or Sign Permits could be issued until an Initial and Final Development Plan had been approved on the property. The applicant is proposing to develop five apartment buildings, a clubhouse, a pool, and a dog park/playfield on the property. The apartments will be spaced along the perimeter and the clubhouse, pool, and dog park will be located centrally on the property. This development will occur in two phases. Phase One will include the two western apartment buildings, clubhouse, and pool. Phase Two will include the three eastern apartment buildings and the dog park/playfield. In total, 315 market-rate units are being proposed and will include a mix of studio, one-bedroom, two-bedroom, and three-bedroom units. The apartments will be three stories tall and the exterior will be finished with tongue and groove siding and cultured stone. As per §17.12.070 of the Rapid City Municipal Code, accessory buildings shall not exceed 15 feet in mean height. The applicant has submitted an Exception as part of this application to allow a 20-foot building height for the clubhouse in lieu of 15 feet. This request is a 5-foot increase from the requirement. As per §2.17.1(2) of the Infrastructure Design Criteria Manual, a Traffic Impact Study is required for any multi-family residential development with 150 or more dwelling units. Upon the submittal of a Final Planned Development Overlay application, a Traffic Impact Study must be submitted for review and approval or the criteria for obtaining an Exception must be met. If an Exception is obtained a copy of the approved document must be submitted with the Final Planned Development Overlay application.
