Agenda Item Summary:
The applicant has submitted a Major Amendment to a Conditional Use Permit to allow a child care center for up to 62 children and eight staff members at 4021 Range Road. Minor interior alterations are proposed as part of this application. The property is the former location of the Abiding Word Lutheran Church, John Witherspoon College, and most recently, CJ’s Playpen Daycare and Preschool. The proposed child care center will have preschool and kindergarten classes for students ages three to six years old. The proposed school schedule and corresponding age groups are as follows: Monday to Friday: 8:15 am to 11:15 am - 10 students three and four years old, Tuesday to Thursday: 8:30 am to 11:30 am - 10 students three and four years old, Monday to Friday: 8:30 am to 2:45 pm - 20 students ages four and five years old and Monday to Friday: 8:15 am to 3:00 pm – 20 students ages five and six years old. There will be an average of 45 students at any one time and a maximum of 62 students during the peak hours from 8:30 am to 11:15 am on Tuesday through Thursday. The Rapid City Municipal Code stipulates that an indoor play area of 35 square feet per child must be provided along with a fenced outdoor play area of 50 square feet per child. The required fenced outdoor play area will be located in the northeast portion of the property and will be setback 25 feet from the adjacent roadway. This play area will not be used during the peak traffic hours of Stevens High School at 7:30 am and 3:30 pm from Monday to Friday. The proposal meets and exceeds both indoor and outdoor play area requirements. The designated child drop-off area will be located under the covered entry on the east side of the building. On July 26, 2018, the Planning Commission approved a Conditional Use Permit (#18UR006) to allow a child care center for up to 48 children and 10 staff members at any one time. This Major Amendment to the Conditional Use Permit is to allow a preschool with a different operational plan.
