Agenda Item Summary:
The applicant has submitted a Rezoning request to change the zoning designation of 1949 Plaza Boulevard from Light Industrial District to Office Commercial District. The subject property is 7.48 acres in size and is currently void of structural development. Properties along Plaza Boulevard are zoned Light Industrial District, Office Commercial District, and Medium Density Residential District and consist of multi and single-family dwellings, office buildings, and a church. Properties located to the north, south, and east of Plaza Boulevard are currently zoned Office Commercial District. The rezoning request is intended to accommodate the future development of the property to provide support for children with autism along with their caregivers. The intended land uses are occupational and physical therapy, counseling services, psychological and diagnostic services, and a child care center. The described uses are not permitted in the current Light Industrial District. The property is adjacent to Plaza Boulevard which is identified as a Minor Arterial Street on the City’s Major Street Plan and is designed to accommodate the traffic generated by institutional uses. On June 16, 2022, staff approved a Planned Development Designation (#22PD032) in conjunction with the proposed rezoning. This designation will mitigate any land-use conflicts between the industrial and proposed institutional uses on the subject property to the highest degree possible. The Planned Development Designation requires that a Final Planned Development Overlay be submitted for review and approval to review the specific uses and operational plan.
