Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment development on the property located southwest of the terminus of Jim Street. On March 26, 2020, the Planning Commission approved an Initial Planned Development Overlay (#20PD008) to allow a 659-unit apartment complex with 14 apartment buildings and a clubhouse. The apartment complex is being constructed in four phases starting on the south end of the property from Jim Street. As part of the initial approval an Exception was granted to allow a 39.75-foot building height in lieu of the 35-foot maximum. On May 27, 2021, the Planning Commission approved a Final Planned Development Overlay (#21PD017) to allow for Phase One of the project which included 168 units and is now currently under construction. This Final Planned Development Overlay is to allow for Phase Two of the development. A Major Amendment to the Planned Development Overlay will be required once plans have been finalized for future phases. Phase Two is comprised of 5.39 acres of undeveloped land zoned Medium Density Residential District with a Planned Development Overlay. The applicant is proposing to develop three 59-unit apartment buildings, each of which will have 19 garage spaces at the front of the building. The apartment buildings will be 21,008 square feet in size and three stories or 39.75 feet in height. The building exterior will be finished with horizontal hardboard lap siding with earth tone hues. No Exceptions are being requested as part of this application.
