Agenda Item Summary:
The Human Resources Department requests Council approval to proceed with implementing updates and enhancements to the City’s employee benefits offerings for the 2026 plan year.

Key changes and enhancements for 2026 include:
  • Wellmark Renewal: Updated plan designs and premiums, resulting in a 3% increase to the City’s contribution to healthcare premiums. The cost of the premiums is included in the adopted 2026 budget, which anticipated a 10% increase.
  • Delta Dental Renewal: Updated plan designs and premiums, with no additional cost to the City.
  • Vision Coverage: Transition to a new contract with VSP and terminate the contract with Avesis.
  • MetLife Base Life/AD&D: The City will begin covering 100% of base life and AD&D premiums. The estimated cost of $17,000 is covered in the adopted 2026 budget.
  • MetLife Voluntary Benefits: Introduction of employee-paid options including supplemental life/AD&D, voluntary accident, critical illness, hospital indemnity, and short-term disability. End contract with Aflac.
The Certificates of Coverage and Summary Plan Descriptions are typically received from the carriers after the plan effective date. All necessary contracts will be presented to City Council for formal approval.

At this time, we request Council authorization to proceed with the outlined changes to ensure a successful open enrollment and January 1, 2026 effective date for the new benefits.
