During the regularly scheduled Rapid City Youth City Council (RCYCC) meeting held on the 9th of September 2025, present voting members passed the following motion:
“The Rapid City Youth City Council approved attending the National League of Cities Congressional City Conference in Washington, DC.”

They also passed the following motion:
“The Rapid City Youth City Council is requesting approval of an expenditure from the Youth City Council 2025 & 2026 budget, for the purpose of sending up to eight (8) youth and two (2) chaperones to the March 2026 National League of Cities Congressional City Conference in Washington, DC.”

The RCYCC has attended the NLC – Congressional City Conference for the past four years. The current members continue to complete research on what other training conferences might work best for them to attend. In the research they did, they found that most leadership conferences required individual applications with a selection process. They also found that most of them took place over the summer which lands in the transitional time of new RCYCC members.

The RCYCC also felt that the benefits of meeting in person with Senator Thune, Senator Rounds, and Congressman Johnson while in DC outweighed other conferences. They also felt that it would be important to get this request approved in a timely manner to save money in the lodging and flight arrangements. They would like to utilize their remaining 2025 travel and training budget before the end of this fiscal year to purchase the flights and registration for the conference. Registration for the NLC - Congressional City Conference will start after the November – NLC City Summit conference has ended. They will then utilize their 2026 travel and training budget for the additional lodging and transportation expenses.
