Agenda Item Summary:
The City of Rapid City supports the United Way of the Black Hills in its mission to drive lasting change through investments in education, financial stability, and health. To encourage employees to make monetary donations to the United Way, the City is requesting the Council to authorize a personal holiday for any City employee who contributes a “fair share” donation (the equivalent of one hour of pay per month) through biweekly payroll deductions in calendar year 2026. Personal holiday hours will be awarded in January 2026 and must be used within the 2026 calendar year; unused hours cannot be carried over to the next calendar year. Employees whose date of hire is January 1, 2026 or later will not be eligible to receive the United Way personal holiday for that calendar year. If approved, this resolution will replace the previous one that authorized 25 paid days off to be raffled among contributing employees. The personal holidays will also replace the additional prizes previously gathered and donated by City personnel to include in the raffle.
