Brief Description: Preliminary engineering and construction of Legacy Trail phase 1

Why is it important for the city: Legacy Trail phase 1 would increase connectivity and accessibility between Mary Hall Park and Raider Park in west Rapid City. It would also create a safer route to school for students at nearby West Middle School. This plan was developed with a great deal of inter-agency collaboration, consensus, and public feedback. It will follow existing platted rights of way and provide versatile transportation alternatives for pedestrians, cyclists, and non-drivers (i.e., wheelchair users). Phase 1 is the public portion of a larger proposed network of trails that would also fall on private land and further connect existing parks and community locations.

Fiscal Impact: 18.05% match ($179,887.39) primarily in the 2027/2028 budget
