Agenda Item Summary:
The Rapid City Police Department requests approval to accept the 2022/2023 State JAG grant award to purchase blood testing equipment for the forensic laboratory. The current equipment is in immediate need of replacement due to its age. Accurate BAC results are crucial for DUI prosecution because they serve as objective, scientific evidence that a driver was impaired or over the legal limit at the time of arrest. South Dakota’s legal limit is .08%, and accurate results from the BAC machine prove the driver exceeded the threshold. A competent machine with a low margin of error is crucial to maintain integrity with the courts, and this equipment will help us ensure we continue to have a competent machine with a low margin of error. This grant provides an opportunity to acquire technology that would otherwise require a large budget modification. We apply for JAG grants for equipment needs annually, therefore we are very familiar with their processes. The only requirement from the grant is quarterly reporting of programming and there are no match requirements from the City.
