Agenda Item Summary:
The City is transitioning all non-union and AFSCME employees to a pay for performance (P4P) model in 2025. The approved 2025 budget includes funds to implement the policy. We are seeking your approval for the P4P Policy, which outlines the general principles and guidelines governing the determination and administration of P4P for applicable employees. More details about the specific process for policy implementation will be established in a P4P Standard Operating Procedure, pursuant to the policy.

The expected timeline for the next two years is below:
  • December 2024 – provide training for applicable employees that covers performance management roles and responsibilities, eligibility, use of Tyler Technologies for the evaluation forms, the appeals process, and tips for success.
  • January 2025 – self-evaluation and supervisor evaluation baseline (not tied to pay increases).
  • February 2025 – Human Resources conducts spot-checks of evaluations in an effort to ensure fairness and consistency in scoring. Then, employee and supervisor meet to discussion performance evaluation, finalize and sign.
  • May 2025 – self-evaluation and supervisor evaluation.
  • June 2025 – Human Resources conducts spot-checks of evaluations in an effort to ensure fairness and consistency in scoring. Then, employee and supervisor meet to discussion performance evaluation, finalize and sign.
  • July 2025 – raises tied to May/June evaluations go into effect.
  • April 2026 – self-evaluation and supervisor evaluation.
  • May 2026 – Human Resources conducts spot-checks of evaluations in an effort to ensure fairness and consistency in scoring. Then, employee and supervisor meet to discussion performance evaluation, finalize and sign.
