Agenda Item Summary:
The Police Department has updated their canine officer vehicles, resulting in a vehicle no longer suitable for use by the Police Department. The vehicle is now available for surplus, which has been adapted to accommodate canine officers. The Humane Society of the Black Hills has indicated a need for such a vehicle, for use in the regular course of their work, providing Animal Control services to the City and County. The non-profit agency, Humane Society of the Black Hills, qualifies to receive a donation of City Surplus property under SDCL 6-5-2, which reads as follows:

“Any political subdivision may convey and transfer any real or personal property, which is held or owned by it, the title to which has been obtained and which is not held for public use or which is about to be abandoned for public purposes, to another political subdivision or nonprofit corporation for public, charitable, or humanitarian purposes and accommodation without offering the property for sale and without requiring the political subdivision or nonprofit corporation to pay for the property.”
