Agenda Item Summary:
Grant Amount: up to $2 Million over 3 years

Source of Funding: SD Office of Emergency Management from FEMA

Department(s) Impacted: Fire Dept., Community Development, Finance, IT, Public Works

Brief Description: Integrate software to improve processes and efficiencies in the permitting process by allowing e-submittals, virtual inspections, and on-line payments as well as adoption of updated fire codes. If funding allows, we will conduce an inventory of sub-standard buildings.

Why is it important for the city: The City has identified the need to update processes and accept e-submittals. This grant gives us the funding to pay for the new software for the first 3 years, pay for the data integration and staff training that will be needed, and cover the costs for the Fire Department to update their fire codes from 2003 to the 2024 IFC edition.

Fiscal Impact: Grant funds will cover current staff time and new full-time staff (Fire Dept., Community Development); hardware, software & server; equipment; staff training, public education

Strings: 25% match. SD is providing 10%. City must cover 15%
