Agenda Item Summary:
The purpose is to submit a grant request to the U.S. Department of Transportation, Federal Highway Administration. The grant is for three items: 1. Planning funds to assess the need for charging stations in the city, cost structure options, and potential private partners. Planning would be done in 2023-2026 2. Up to ten (10) electric vehicle (EV) charging stations to be placed at the airport in the rental car and public parking lots. It covers the necessary construction, design, engineering and electrical infrastructure needed. Airport installation will be done in 2023-2026 3. Up to ten (10) EV charging stations at strategic community locations within the city. Examples may include The Monument, parks, recreation facilities, downtown parking garage, etc. It covers the necessary construction, design, engineering and electrical infrastructure needed. City installation would be done in 2027-2031 Why this is important for our city: • It supports the expansion plans of the airport. It will also position the airport to be ready when rental car companies need EV charging and when aircraft companies want to start electrifying their ground support equipment. • EVs adoption are projected to grow in SD. This positions the city to understand the upcoming needs and make strategic decisions on where EV chargers should/could be placed and the funding to install them if the city chooses to. • Neighboring states have much higher EV adoption rates and as those visitors come to the Black Hills, the city is in a position to provide this service, if they choose to. This will provide funding for infrastructure development that is necessary to welcome some travelers to our community. • This project supports and aligns with the state’s EV implementation plans (NEVI plan). Strings: • Chargers must be publicly-accessible • 20% match for the total project costs – covered by airport capital fund for airport related expenses. • Grant is reimbursement based so the city can choose not to utilize the funds and install community EV chargers in light of new developments in the years to come if council chooses to do so. Grant application includes indirect administration fees at 10% payable to the Finance Dept.
