Agenda Item Summary:
Prior to December 2022, all YCC budget expenditure requests were processed through the Mayor’s office. In December 2021, this Council amended the YCC resolution 2021-099 (as clarified by 2022-018) to include that all budgeted expenditures, regardless of amount, should be processed by the full City Council. This requirement has created a delay in opportunities for YCC’s activities, while small requests proceed through the City Council process for expenditures. This City Council authorized the City Attorney’s office to draft a resolution to return the authority to review and determine budget expenditure approval to the Mayor’s office in a limited fashion, so that small (less than $1,000) expenditure requests may be more timely and efficiently handled by the Mayor’s office, while continuing to require that YCC must bring proposed expenditure amounts of $1,000 or more to the full Council for review and determination of approval. This resolution addresses the processing of budget expenditure requests only.
