Agenda Item Summary:
The Police Department is proposing to change the hours for which alcoholic beverages can be sold off-sale, that is sales for consumption off of the licensed premises. City ordinance already restricts package liquor licensees to the hours of 7 am to midnight. This ordinance would move the opening time of package liquor to 10 am. It would also affect beer and wine retailers who sell off-sale, restricting their off sale hours to 10 am to 2 am. All beer and wine licenses are both on- and off-sale. On-sale requires a Conditional Use Permit, so not all licensees sell both on- and off-sale. The Police Department has seen a large volume of calls for service in the morning hours, and is requesting this change to better utilize their time and manpower.
