Agenda Item Summary:
Due to the newly imposed weight limit on the Chapel Lane Bridge, the City’s existing side-loading sanitation trucks are no longer able to cross. To continue providing this essential public service, new equipment must be acquired. Sanitation staff have identified two side-loading trucks that meet the weight requirements of the bridge. Given the time restraints and the size limitations, staff was not able to find a piece of equipment using a government bidding service. Additionally, given the time involved and the necessity of the service, the staff reached out to several dealers and have identified the most affordable and timely option to provide this service. An emergency procurement is authorized in state statute 5-18A-9. Staff recommends purchasing 2025 14Y Freightliner from TranSource at a cost of $236,000. This truck is expected to be available 6 weeks after final approval. In the event that this truck is no longer available by the conclusion of the Council meeting, staff requests authorization to purchase a 2025 20Y Freightliner from Sanitation Products at a cost of $301,656. The City has solicited quotes from more than six private contractors to provide services without the purchase of a new piece of equipment. Unfortunately, none possess the necessary equipment to perform the required services. One contractor did offer a solution, but the projected cost over three years would greatly exceed the cost of purchasing a new truck. During the interim, the Sanitation crew will use a lighter rear-loading truck to cross the bridge. Additional staff will follow behind and manually load double-bagged residential garbage into the rear of the truck. A letter outlining this temporary process is being distributed to all City customers. Once the new truck is delivered, standard garbage collection procedures will resume.
