Agenda Item Summary:
On April 1st of this year, the Mayor presented the City Council with a five-year plan for allocating the funds in the City’s Vision Account starting in 2025. The City ordinance at the time did not provide the City Council with the flexibility to adopt the plan as presented. The City Council amended the ordinance in June of this year so that it now provides the City Council with the flexibility to adopt the proposed plan if it chooses to do so. The current City ordinance requires the Council to adopt the plan by resolution and requires that a public hearing be held in conjunction with adoption of the resolution. A resolution has been drafted which implements the plan presented by the Mayor. The draft resolution allocates money to fund projects or programs in three primary areas: Community Projects, Economic Development, and Civic Improvements. The categories of projects to be funded and the amount allocated to each of the areas is ultimately up to the City Council. The proposed plan, does not identify any specific projects to be funded, or establish any criteria for the selection of projects within the categories it identifies. The first step in implementing this plan is to determine the areas to be funded and the amount of money allocated to each area. Once the allocations have been determined, the plan calls for the City Council to adopt separate resolutions for each category of funding to establish a process for identifying and awarding funding for specific projects. For example, the Mayor is proposing that the money allocated for Citizen Projects be solicited from the public and that a citizen committee be formed to review and recommend the projects submitted. The process for doing this will be brought forward in a separate resolution once the overall plan and allocations are approved. For some of the funding areas it seems there is a consensus for how projects should be identified and awarded. Resolutions for those areas would likely come forward shortly after adoption of the overall plan. The process for allocating the money in other areas likely needs further discussion for a consensus to be reached and those resolutions may take longer to come forward.
