1. Approval of the  pdf March 27, 2025 Planning Commission Meeting Minutes.

2. No. 24PL091 - Forefathers Flats Subdivision
A request by Daniel Stewart for DEC to consider an application for a Preliminary Subdivision Plan for proposed Lots 5R and 6 of Forefathers Flats Subdivision, property generally described as being located southwest of the intersection of East Mall Drive and Dyess Avenue.

Staff recommends approval of the Preliminary Subdivision Plan with stipulations outlined in the Staff Report.

3. No. 25OA001 - 6656
A request by City of Rapid City to consider an application for an Ordinance Amending Section 17.16.020 and Repealing Section 17.16.040 of the Rapid City Municipal Code to Clarify the Restrictions on Dwelling Units and to Remove Redundant Language in the Central Business District.

Staff recommends acknowledging the withdrawal of Ordinance 6656 Amending Section 17.16.020 and Repealing Section 17.16.040 of the Rapid City Municipal Code to Clarify the Restrictions on Dwelling Units and to Remove Redundant Language in the Central Business District.

*4. No. 25PD007 - Towne Centre South II Condominiums
A request by Heavy Constructors for Mario Solorio of Ma Cualli to consider an application for a Major Amendment to allow additional outdoor seating and to expand the area of on-sale liquor for a restaurant for property generally described as being located at 4831 5th Street, Suite 101.

Staff recommends approval of the Major Amendment to allow additional outdoor seating and to expand the area of on-sale liquor for a restaurant with stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

*5. No. 25UR011 - Highpointe Crescent Subdivision
A request by Cousin Construction for Joseph and Lauren Tuma to consider an application for a Conditional Use Permit to allow an oversized garage for property generally described as being located at 4418 Tallgrass Trail.

Staff recommends approval of the Conditional Use Permit to allow an oversized garage with stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

A request by City of RapidCity to consider an application for a Resolution to Create Tax Increment Financing District and Resolution to Adopt Project Plan for Homestead Street Extension Overlay TIFD #93 property generally described as being located north of Twilight Drive, west of Reservoir Road and east of Elk Vale Road.

If Planning Commission finds the proposed District meets the intent of SDCL and City's TIF Policy, then staff recommends approval of the Resolution to Create Tax Increment Financing District TIFD #93, and;

If Planning Commission finds the proposed Project Plan meets the intent of SDCL and City's TIF Policy, then staff recommends approval of the Resolution to Adopt Project Plan for Homestead Street Extension Overlay TIFD #93.

7. No. 25TI002 - Original Town of Rapid City
A request by SJOZB, LLC for Todd Gagne to consider an application for a Resolution to Create Tax Increment Financing District and Resolution to Adopt Project Plan for Innovation Corridor TIFD #94 for property generally described as being located at 416, 406 and 402 Saint Joseph Street.

If Planning Commission finds the proposed District meets the intent of SDCL and City's TIF Policy, then staff recommends approval of the Resolution to Create Tax Increment Financing District TIFD #94; and;

If Planning Commission finds the proposed Project Plan meets the intent of SDCL and City's TIF Policy, then staff recommends approval of the Resolution to Adopt Project Plan for Innovation Corridor TIFD #94.
