Agenda Item Summary:
Three property owners have submitted Voluntary Annexation Petitions inclusive of 1,247.78 acres of land in total between Ennen Drive and Radar Hill Road. The annexation of this area will provide the City the opportunity to make land use decisions that benefit and protect the City’s ongoing investments in the Rapid City Municipal Airport area. Prior to consideration of the Voluntary Annexation Petitions, City Staff is requesting review and approval of three Voluntary Annexation Agreements with each of the property owners. The Voluntary Annexation Agreement between Valley Development LLC and the City of Rapid City (Agreement 1 of 3) applies to the 203.61 acres as legally described in the Agreement and includes the following stipulations: • Zoning and Land use – allowance for the existing agricultural uses to continue under the General Agricultural District zoning designation • Financial Guarantee – City of Rapid City will provide compensation to offset financial impacts to property owners
