1. Approval of the July 24, 2025 Planning Commission Meeting Minutes.

2. No. 24VR002 - Simmons Addition
A request by Shanon Vasknetz of Baseline Surveying to consider an application for a Vacation of Right-of-Way for property generally described as being located alley between Maple Avenue and Elm Avenue, north of E. Main Street North.

Staff recommends approval of the Vacation of Right-of-Way with the stipulation noted at the end of the report.

3. No. 25CA001 - Section 23 and 26, T1N, R7E
A request by City of Rapid City to consider an application for a Amendment to the Comprehensive Plan to Revise the Major Street Plan by Adding a Proposed Collector Street for property generally described as being the Healing Way extension between Highway 16/Mount Rushmore Road and US Highway 16B/Catron Boulevard.

Staff recommends approval of the Amendment to the adopted Comprehensive Plan to revise the Major Street Plan by classifying Healing Way Right-Of-Way between US Highway 16/Mount Rushmore Road and US Highway 16B/Catron Boulevard as a Proposed Collector street.

A request by Towey Design Group, Inc for Tall Turtle, LLC to consider an application for a Final Planned Development Overlay to allow a mobile home park for property generally described as being located at 110 E. Watertown Street.

Staff recommends approval of the Final Planned Development Overlay to allow a mobile home park with the stipulations noted at the end of this report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission

Staff recommends approval of the Major Amendment to a Planned Development Overlay to allow on-sale liquor in conjunction with a casino and an existing music venue with the stipulations noted at the end of this report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

*6. No. 25PD022 - Feigels Addition
A request by Clearwell Engineering for SDRC Silver Leaf MHP LLC to consider an application for a Final Planned Development Overlay to allow a mobile home park for property generally described as being located at 815 E. New York Street.

Staff recommends approval of the Final Planned Development Overlay with the stipulations noted at the end of the report.
