Agenda Item Summary:
In May 2024, the City entered into a Memorandum of Understanding with Colorado Energy Recyclers, LLC (CER) where the two parties collaborated to evaluate the possibility for a landfill diversion alternate fuel program where materials were proposed to be diverted from landfill disposal for use as fuel at the GCC Cement Plant in Rapid City. The parties have conducted the activities in the MOU to investigate and evaluate this program, and they now wish to move forward to bring the program to fruition. This Amendment No. 1 to the MOU commits the City to working with CER to request zoning approval for CER’s use of property at the solid waste facility, and, if that zoning approval is received, the City commits to lease space within its co-compost secondary building for CER to receive and process landfill material (tires) for use at the cement plant.
