Agenda Item Summary:
The City’s operations within Public Works all have aspects of their operations which are regulated by the SD Department of Agriculture and Natural Resources (SDDANR). As part of its oversight, SDDANR requires regular reports, supporting documentation, and notifications from the City’s operations. For example, the landfill’s Title V Air Quality Permit requires reports be submitted to SDDANR every six months. This resolution would explicitly allow the Mayor and Public Works Director (and their authorized designees) to sign and submit the requested documentation without Council approval, so long as they do not obligate the City to pay money which has not been appropriated or authorized by Council. The South Dakota State Library requires the Library to submit an annual report about the Library’s operations, and the City Finance Officer is required to sign the report, which is also reviewed and approved by the Library Board of Trustees. This resolution would document that the Finance Officer is authorized by Council to sign and submit this report.
