Agenda Item Summary:
The City plans to hire a consultant through the Consultant Selection Process to help design and manage the bidding for this project. The work includes rebuilding residential streets, improving drainage, and replacing water, sewer, and storm pipes. One important goal is to upgrade the Silverleaf Avenue water main to a higher pressure zone for better performance. This project is technically challenging because of complex geography and mulitple non-conforming service lines. This will require that several design options be drafted for consideration. Additionally, it will require significant negotiations with the adjacent landowners before a final design can be selected. Because of the complexity and time committment required, the City proposes to seek a consultant to perform the design work. Using a consultant acts as a force multiplier for City staff by allowing them to focus on other important projects while still ensuring this work is completed efficiently and to a high standard. Instead of stretching staff thin, the consultant takes on the complex tasks of design, engineering, and project oversight, freeing up City employees to manage additional infrastructure improvements, respond to community needs, and plan for future projects. Consultants bring specialized expertise and experience, reducing delays and costly mistakes. They also help streamline the process by handling technical details, regulatory requirements, and coordination effortson the City's behalf. By leveraging outside expertise, the City can complete more projects in less time, making better use of resources and ultimately benefiting the community.
