Agenda Item Summary:
In 2022, the Council approved a 20-year agreement with Rapid Valley Sanitary District whereby the District discharged the sewer effluent they collected in their system to the City’s system for treatment at our Water Reclamation Facility. Thereafter, the City requested and received state funding for its expansion of its water treatment facility. Additionally, Rapid Valley Sanitary District contacted the SD DANR about funding for its own water reclamation facility. With the encouragement of DANR, the City and the District have negotiated an amendment to their previous contract. In consideration of the District’s maintenance of their own sewer collection system and its status as a bulk user of the City’s sanitary sewer, the amendment provides that the District is charged 70% of the City’s standard sewer rates for its sewer effluent and is not charged any meter fees for its connections to the City’s system. In exchange, RVSD agrees not to construct a water reclamation facility of its own during the term of the agreement. Additional edits of a less significant nature are also included as part of the amendment.
