A request was received in the Engineering Office on September 25, 2023 requesting the requirement to install sidewalk along 1810 Rand Road per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed at the time of building permit along Rand Road, a two lane Collector street on the City’s Major Street Plan, with the property having approximately 250 feet of frontage along Rand Road. Rand Road is a rural street section with ditches for drainage. There is no existing sidewalk in the immediate vicinity of the subject property. There are also above-ground utilities that would need to be relocated if sidewalk were installed. There is one option for sidewalk, install five-foot wide sidewalk one-foot inside the right-of-way from the property line. Given that Rand Road is a rural street section with no sidewalks in the vicinity and utilities that need to be relocated, Public Works recommends approval of the sidewalk variance request.
