Agenda Item Summary:
Russ and Joyce Payton own ten parcels of property to the west of the termination of South Street. There have been multiple attempts over the years to develop these lots, but the challenges to doing so make development cost-prohibitive. Due to the location, each of these lots is either adjacent to, or located partially within, flood way. The cost to install the necessary infrastructure to extend sewer, water, and streets in order to make these viable residential lots is currently estimated in excess of $1 million dollars. The bordering properties to the south are owned by Black Hills Works and SD Army National Guard respectively. Neither party has any interest in participating in the cost to extend infrastructure in this location. This makes development impractical, if not impossible, for these lots. The City proposes to purchase these lots in order to protect the area adjacent to the flood way, maintain green space within a fully developed neighborhood, and serve as a future location for storm water detention facilities, if needed.
