Agenda Item Summary:
A request was received in the Engineering Office on May 11, 2020 requesting the requirement to install sidewalk along Catron Boulevard and Wellington Drive per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Catron Boulevard and Wellington Drive at the time of building permit, with the property having approximately 1,700 feet of frontage along Catron Boulevard and 130 feet along Wellington Drive. The requested variance will allow for construction an apartment complex on the property without the installation of sidewalk in the adjacent Catron Boulevard and Wellington Drive rights-of-way. Adjacent Catron Boulevard is a four lane principal arterial street with a center turn lane and ditches for drainage. Wellington Drive is a two lane local street that along with a short frontage road that runs parallel to Catron Boulevard, serves as principal access to the subject property. The applicant is proposing to make modifications to these two streets to provide future access to the properties to the west and north and provide adequate traffic stacking length for the Wellington/Catron intersection per recommendations by the applicant’s traffic consultant. The applicant is proposing to provide sidewalk along the north side of the frontage road. Public Works recommends also extending the sidewalk down the west side of Wellington Drive and west/southwest along Catron Boulevard to the west property line of the property. There is anticipated future development between this property and the Catron Boulevard/Mount Rushmore Road intersection. There is existing sidewalk in place at the northeast quadrant of this intersection; SDDOT is planning a reconstruction of this intersection and all current design options include pedestrian access for the existing and future commercial and retail entities in this area. Public Works supports not constructing sidewalk along Catron Boulevard east of Wellington Drive and the east side of Wellington Drive. Public Works recommends denial of the sidewalk variance for Catron Boulevard west of Wellington Drive and for the west side of Wellington Drive. Public Works recommends approval of the sidewalk variance for Catron Boulevard east of Wellington Drive and the east side of Wellington Drive.
