Agenda Item Summary:
An annexation request for the property was reviewed by City staff (19AN002) and was suspended due to a number of code enforcement issues, substandard infrastructure, and land use non-conformities. The recommendation from City staff to the property owner was that they pursue requesting a connection to City water while remaining outside City limits. In 2014, City Council passed a resolution amending the policy relating to providing utilities outside City limit. The policy states the following, “If the property is contiguous to the City limits at the time the City utility services are requested, the property shall be annexed prior to services being provided.”
