A request was received in the Engineering Office on April 29, 2019 requesting the requirement to install sidewalk along South Valley Drive per City of Rapid City Ordinance 12.08.060 be waived. A four-foot wide sidewalk is required to be constructed along South Valley Drive, at the time of building permit, with the property having approximately 96 feet of frontage along South Valley Drive. All of the properties along the same side of South Valley Drive are developed along with said property, the property owner is looking to move out a trailer house and place a stick built home on the property. The requested variance will allow for construction of a single family home on the property without the installation of sidewalk in the adjacent South Valley Drive right-of-way. Adjacent South Valley Drive is a two lane paved rural street section with sidewalks being constructed on the opposite side of the road with the new Johnson Ranch / Rural American Initiatives development. There are pedestrian crossings at the nearby South Valley Drive / Saint Patrick Street intersection. Public Works staff recommends denial of the sidewalk variance request.
