Agenda Item Summary:
The property was formerly a well lot that purchased by the City as a part of the East Rapid City Water Expansion project from the Terracotta Estates Homeowners Association. The well has been abandoned and the property is no longer needed by the City. The property was declared surplus in Resolution No. 2017-029 and the Board of Freeholders appraised the value of the property as $36,000. Staff recommend approval of the purchase agreement and have provided a memo that explains the reasons.
