Agenda Item Summary:
A request was received in the Engineering Office on June 6, 2018 requesting the requirement to install sidewalk along Pinedale Circle per City of Rapid City Ordinance 12.08.060 be waived. A four-foot wide sidewalk is required to be constructed along Pinedale Circle at the time of building permit, with the property having approximately 400 feet of frontage along Pinedale Circle. The requested variance will allow for construction of a single family home on the property without the installation of sidewalk in the adjacent Pinedale Circle right-of-way. Adjacent Pinedale Circle is two lane local street with no sidewalk and a rural street section. Pinedale Circle is currently void of pedestrian access routes. The nearest sidewalks are located on West Main Street, approximately 1/3 of a mile from the subject property via Pinedale Ridge Road. The subject property is one of three undeveloped properties in the neighborhood, all of the remaining surrounding properties are built out and sidewalk on adjacent properties does not seem foreseeable in the conceivable future. Topography does not lend itself to sidewalks. There is one option for sidewalk; install four-foot wide sidewalk one foot inside the right-of-way. Given the location of the nearest sidewalk, the surrounding properties being built out and topography, it seems reasonable to allow a variance to the sidewalk requirement. Public Works recommends approval of the sidewalk variance request. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
