Agenda Item Summary:
The applicant submitted a Development Engineering Plan for a proposed development located generally north of Catron Boulevard and west of Mount Rushmore Road / Highway 16 in November of 2017. The proposed development, Buffalo Crossing West, is associated with the recently approved Promise Road TID 80 (City File 17TI004). As part of the Promise Road construction plans, the applicant is proposing to construct an approximately 165 foot long center street island. The City of Rapid City Infrastructure Design Criteria Manual (IDCM) allows for center street islands and boulevards. IDCM Section 2.20.1(2) indicates “Traffic calming devices must be designed to accommodate emergency and maintenance vehicles” and “Street pavement width on each side of the island shall be twenty feet (20 ft.) minimum”. The construction plans show the southbound through lane and left turn lane with a total width of 21 feet of pavement, which satisfies criteria. The northbound through lane off of Catron Blvd. shows 11 feet of pavement width transitioning to 18 feet of pavement width as the island transitions into a turn lane. See attached Exception Request Denial for typical road sections and horizontal layout. An 11 foot wide single lane does not provide adequate room for passage of emergency vehicles in the event there is traffic in the lane at the time of an emergency event. If there would be a vehicle breakdown in this single lane, there would not be room for traffic to pass the disabled vehicle. The applicant submitted an Exception Request to Public Works to waive the requirement to install 20-foot wide pavement on both sides of a center street island on Promise Road on March 27, 2018. The Exception Request was denied by Public Works on April 4, 2018; see attached denial letter. On April 11, 2018 the applicant submitted an appeal request. Public Works staff recommends denial of this request.
