Agenda Item Summary:
On December 14, 2017, the City received a Request for an Exception to allow the use of High Density Polyethylene (HDPE) pipe in lieu of Type K soft copper tubing for residential water services from the water main to the curb stop within the street right of way (ROW) for the proposed Copperfield Vistas North Subdivision. The proposed subdivision is currently anticipated to include 85 townhome lots, 53 single family home lots and an unplatted future development area. Rapid City Standard Specifications 2007 Edition, Section 8.2, A, 4 states “Water service pipe 1 inch through 2 inches in diameter shall be Type “K soft copper tubing; …”. The May 2013 Technical Memorandum of Potential Considerations of HDPE Pipe, prepared for the City by Banner Engineering and Black and Vetch, Recommendations, Section A, ii, states “The following applications to allow HDPE as an alternate material are not recommended at this time; Water Service Lines, …”. (Excerpts from the noted report are attached for information, entire report is available upon request.) While the City has allowed individual property owners to utilize HDPE services on private property from the curbstop to the home the City has consistently maintained a positions of no HDPE service line material within the public ROW from the main to the curbstop. Additionally, the City’s Water Division does not support the installation and use of HDPE material in the City water system between the main and curbstops as it is a material they are not equipped to deal with in emergencies.
